All my neighbors around me with houses 1930 and newer have their gutters draining to the storm sewer.
I bought a house with 2 downspouts connected directly into my sewer pipe in the basement with no traps.

Permits to connect to the city sewer line range from 400 to 1 600 averaging about 1 000.
As you can see it s not connected to the foundation drain.
What happens is wind blows against my roof line and gutter and forces air down into my sewage pipe.
Since the house due to its age has a combined sewer system ie at other side of house the guttering goes into a bottle gulley which discharges into the same drain as the bathroom waste is it okay legal to connect the downpipe to the sewer system again via a bottle gully.
The buried downspout drain line shown at left is one that we d recommend abandoning it connects to a drain line that enters the building through the foundation wall and passes below the basement floor incorporating a basement floor drain ultimately connecting the the sewer line.
